CITY OF PONCA CITY COVID-19 RESPONSE UPDATE

May 29th, 2020

OPEN UP AND RECOVER SAFELY

 

Governor Stitt announced the reopening of the economy of the State of Oklahoma in a three phase approach, OURS (Open Up and Recover Safely). The City of Ponca City will follow the State of Oklahoma’s guidance in this plan, which can be accessed at https://www.okcommerce.gov/wp-content/uploads/Open-Up-and-Recover-Safely-Plan.pdf

Since the Governor’s announcement of OURS, the City of Ponca City has been gradually re-opening City facilities that were closed due to the COVID 19 issue in March. Plans will be modified as necessary pursuant to any direction received from the State of Oklahoma. On Friday, May 29, Governor Stitt announced that the State of Oklahoma will proceed to Phase 3 of the OURS plan.

On Monday, June 1, Parks and Recreation will open AMBUC Pool, located a 600 S. Eighth Street, and Wentz Pool, located a 2932 LA Cann Drive for the summer pool season. 

Both pool facilities will follow CDC pool guidance and recommendations on social distancing.

 AMBUC Pool

Open Swim is held from 1:00 p.m. to 7:00 p.m. on Sunday, Monday, Tuesday, Thursday, Friday and Saturday. The pool is closed on Wednesday for maintenance.

Open Swim Admission is $2.00 for adults and $1.00 for children, age 12 and under.

All children under the age of 12 must be accompanied by an adult. 

 Senior/Adult Lap Swim is held from 10:45 a.m. to 12:45 p.m. on Monday, Tuesday, Thursday, Friday, and Saturday. 

Senior/Adult Lap Swim Admission is $1.00 for adults.

 Wentz Pool

Open Swim is held from 1:00 p.m. to 7:00 p.m. on Sunday, Tuesday, Wednesday, Thursday, Friday, and Saturday. The pool is closed on Monday for maintenance.

Admission is $2.00 for adults. Admission is $1.00 for children, age 12 and under.

All children under the age of 12 must be accompanied by an adult.

Individuals may purchase pool passes for AMBUC Pool and Wentz Pool from the Ponca City RecPlex. Pool Passes are 25 swims for $20.

Active RecPlex memberships allows access to both Wentz and AMBUC Pool.

On Saturday, May 30, the Ponca City RecPlex will change the hours of operation of the facility.

The RecPlex will continue to follow CDC guidance and recommendations on social distancing.

Monday thru Friday, 5:00 a.m. to 9:30 p.m.

Saturday and Sunday, 6:30 a.m. to 8:00 p.m.

 Pool Hours

Monday thru Friday, 6:00 a.m. to 7:00 p.m.

Saturday, 8:00 a.m. to 5:00 p.m.

Sunday, 11:00 a.m. to 5:00 p.m.

 KidZone Hours

Monday thru Friday, 8:00 a.m. to 1:00 p.m. and 4:00 p.m. to 8:00 p.m.

Saturday, 8:00 a.m. to 12:00 p.m.

Sunday, 2:00 p.m. to 5:00 p.m.

On Monday, June 1, the Ponca City RecPlex will reopen the basketball courts, racquetball courts, hot tub, sauna and steam rooms.

 On Monday, June 1, pickleball, basketball, and volleyball adult leagues will resume.

 On Friday, May 22, Parks and Recreation will begin opening up the following items located within the parks system: splash pads, playground equipment, fitness equipment, sand volleyball courts, and public restrooms.

Since the Governor’s announcement of OURS, the City of Ponca City has been working on plans to gradually re-open City facilities that were closed due to the COVID 19 issue in March, such as the Ponca City Library, Marland Estate, Marland Grand Home, RecPlex, Park System, and Senior Center. However, plans will be modified as necessary pursuant to any direction received from the State of Oklahoma.

Library
The Ponca City Library will re-open on Tuesday, May 5. Hours of Operation will be 9:00 a.m. to 5:00 p.m., Tuesday through Saturday.

The following steps are being taken to Open Up and Recover Safely:

  • Limit to one entrance/exit, this will be the west side entrance as it is handicap accessible.
  • Six foot spacing markings within the building and at entrance.
  • Limit to number of customers in building, based on the 6 foot social distancing.
  • No meeting room reservations.
  • Limited computer use due to 6 foot social distancing.
  • Curb/parking lot/patio pick up.
  • Online promotion of e-cards.
  • Online promotion of placing on-shelf holds for staff to collect.
  • Maintain a 3 day quarantine of returned physical materials.
  • Extend video check out periods.
  • Continue programming only online.
  • Summer reading materials available on online or on paper.
  • Provide increased sanitation and disinfection of common areas such as door knobs, railings, elevator, and restrooms.

Marland Estate and Marland Grand Home-The Marland Estate will re-open on Monday. May 4. Hours of Operation will be 10:00 a.m. to 5:00 p.m., Monday through Saturday.

The Marland Grand Home will re-open on Tuesday, May 5. Hours of Operation will be 10:00 a.m. to 5:00 p.m., Tuesday through Saturday.

The following steps are being taken to Open Up and Recover Safely:

  • Limit to one entrance/exit, through the main entrance.
  • Six foot spacing markings within the building and at entrance.
  • Limit to number of customers in building, based on the 6 foot social distancing.
  • No event rentals.
  • No guided tours.
  • Signage posted to remind customers to maintain 6 foot social distancing, wash hands, and limit touch points.
  • Provide hand sanitizing stations.
  • Provide increased sanitation and disinfection of common areas such as door knobs, railings, elevator, and restrooms.

  • RecPlex  The RecPlex will re-open on Monday, May 4.

5:00 a.m. to 8:00 p.m., Monday through Friday

8:00 a.m. to 4:00 p.m., Saturday

8:00 a.m. to 4:00 p.m., Sunday

Aquatics Area Hours of Operation:

6:00 a.m. to 2:00 p.m. Monday through Friday

10:00 a.m. to 2:00 p.m. on Saturday

10:00 a.m. to 2:00 p.m. Sunday

The following steps are being taken to Open Up and Recover Safely:

  • Basketball courts, racquetball courts, fitness studios, steam rooms, dry sauna, hot tub, and Kidzone will remain closed.
  • All sports activities and leagues including volleyball, basketball, and pickleball remain suspended, as well as special events and facility rentals.
  • Entry/Check-in: 
  • Posted signs will advise those with symptoms of illness to leave the facility.
  • Designated floor-marks will aid patrons in keeping appropriate social distance from others as they check-in at the front desk.
  • Front-desk staff will use thermometers to measure temperatures of all patrons at check-in. Those with temperatures at or above 100.4° will be asked to leave.
  • Seating in the lobby area will be spaced to limit condensed congregating and to ensure social distancing.
  • Rockwall:
  • Posted signs and floor-marks will designate appropriate spaces for climbers to occupy inside and outside the climbing area.
  • Only climbers will be allowed in the climbing area with staff. Spectators must remain behind the railing.
  • Climbers will sanitize hands before and after each climb.
  • Every other color set on the wall will be used during the climbing session.
  • Fitness:
  • Programming for in-person fitness classes held at the RecPlex will remain suspended.
  • Instructors will continue to broadcast their classes via Facebook Live.
  • Exercise mats will be removed from use and placed in storage.
  • Increased sanitizing wipes and liquid hand sanitizer stations will be made available in the cardio and free-weight areas of the building.
  • Aquatics:
  • Organized aquatics programming will remain suspended.
  • Increased signage will encourage users to practice social distancing from those outside their family group while in the aquatics area.
  • The family pool slide will remain closed.

RecPlex membership dues for May have been waived by a Supplemental Disaster Emergency Proclamation for all members of the RecPlex who were in good standing during the month of March.

Park and Recreation

The following areas will remain CLOSED at this time: splash pads, playgrounds, ball fields, public restrooms, and park shelters.

In addition, the following are NOT available for rental at this time: LA Cann Gardens, Unity Gym, Wentz Camp, and stage.

Senior Center

The overwhelming majority of Senior Center attendees find themselves in the category of being over the age of 65 or part of a vulnerable population. Under Oklahoma’s Open Up and Recover Safely plan this group has been advised to remain under the guidelines of the state’s safer-at-home policy. As a result this facility will remain closed to the public at this time.

MARCH 27, 2020

Due to Governor Stitt’s Fourth Amended Executive Order 2020-07, the City of Ponca City is also taking these steps to slow the spread of COVID-19:

  • The Marland Mansion & Estate, Marland’s Grand Home, Library, Utility Billing Office, Senior Center, and RecPlex will remain closed through Thursday, April 16.
  • In addition, Mayor Nicholson has signed a proclamation that member fees for individual members of the Ponca City RecPlex will be canceled for the month of April, as the RecPlex is currently closed due to the state of emergency.

MARCH 23, 2020

Due to the President’s Coronavirus Guidelines for America, the City of Ponca City is also taking these steps to slow the spread of COVID-19:

  • The Ponca City Recycling Drop Off Center will be closed starting Tuesday, March 24 until further notice, and the Curbside Recyclables Pick Up Service last pick up date will be Wednesday, March 25 until further notice. Both of these services are currently operated by Supported Community Lifestyles.

  • The Marland Estate is now providing the educational and entertaining Emmy nominated film High Stakes: The Life and Times of E.W. Marland for a movie night opportunity at home. The video is posted under the Living and Visiting section of www.poncacityok.gov.

Due to the President’s Coronavirus Guidelines for America, the City of Ponca City is also taking these steps to slow the spread of COVID-19:

• The Ponca City RecPlex will be closed through Tuesday, March 31. Although the RecPlex is closed, RecPlex virtual fitness program information or questions can be answered by calling 580.767.0430, from 8:00 a.m. to 5:00 p.m., Monday through Friday.

• The Ponca City Utility Billing Office will be closed through Tuesday, March 31. A drive-thru utility payment drop box is located on the east side of City Hall, and on-line payments are available at www.poncacityok.gov. Although the Billing Office is closed, the Billing Office can be reached for billing inquiries by calling 580.767.0311, from 8:00 a.m. to 5:00 p.m., Monday through Friday.

• As the Ponca City Library remains closed through Tuesday, March 31, much of the library’s resources and collections are available in downloadable digital and audio format that can be accessed from home at www.poncacityok.gov. The library is a member of the Oklahoma Virtual Library Consortium that offers over 50 thousand titles in both readable and audio formats. Bestsellers, old favorites, and emerging authors are available in both fiction and non-fiction for all ages of readers. You can have up to 6 titles at any time, and place holds on titles that are checked out but look interesting. This service is provided at no charge, and accessing the collections is easy to learn. Other online content includes RBDIgital, auto repair manuals, homework resources, Rosetta Stone, and much more. If you already have a card, the library barcode is the card number and the PIN is the last 4 digits of the card number. For an e-card, the easiest way is to email: library@poncacityok.gov or vancudt@poncacityok.gov and then the library will set you up with an e-card that allows you to have access to online selections. Although the Library is closed to the public, the Library can be reached by calling 580.767.0345, from 8:00 a.m. to 5:00 p.m., Monday through Friday. 

• And, now is a great time to do spring cleaning around the house. The City of Ponca City’s Annual Spring Cleanup will be held March 28 thru April 4 for Ponca City residents. Solid Waste crews will pick up most trash and haul it away, or residents can haul it to the landfill themselves and get rid of it for free. Due to the President’s Coronavirus Guidelines for America, the City of Ponca City is also taking these steps to slow the spread of COVID-19:

• The Ponca City Library will be closed through Tuesday, March 31.

• The RecPlex is offering virtual fitness programs and the Ponca City Library is offering a virtual Story Time reading programs via Facebook Live.

• The City of Ponca City encourages citizens to use online features available at www.poncacityok.gov, such as on-line payments for utility services and municipal court fines; employment opportunities and online applications; current bid and contract opportunities available to consultants, service providers, contractors, vendors, or suppliers; and news flashes/press releases.

• And, the Ponca City Police Department requests citizens to use the non-emergency phone number 580.767.0370, rather than coming to the Police Department in person. If it is an emergency, DIAL 911.

As the President’s Coronavirus Guidelines for America and the Centers for Disease Control and Prevention state, even if you are young or otherwise healthy, you are at risk and your activities can increase the risk for others. It is critical that you do your part to slow the spread of the coronavirus. The best way to prevent illness is to avoid being exposed to this virus: 

• Practice social distancing. The virus is thought to spread mainly from person-to-person between people who are in close contact with one another (within about 6 feet), and through respiratory droplets produced when an infected person coughs or sneezes. These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs.

• Avoid social gatherings in groups of more than 10 people.

• Avoid eating or drinking at bars, restaurants, and food courts – use drive-thru, pick up, or delivery options.

• And, practice good hygiene:

wash your hands, especially after touching any frequently used item or surface

avoid touching your face

sneeze or cough into a tissue, or the inside of your elbow

and disinfect frequently used items and surfaces as much as possible.

KEEPING UP YOUR RESISTANCE 

• Cover your mouth and nose with a tissue when coughing or sneezing and dispose of it promptly. If no tissue is available, cough into your sleeve rather than your hand.

• Avoid close contact with people who are sick.

• Wash your hands frequently with soap, and for at least 20 seconds each time. Alcohol-based hand cleaners can also be used.

• Avoid touching your eyes, nose or mouth; germs spread through these sensitive mucus membranes. 

• In general, a healthy lifestyle will reduce your chances of contracting the flu and all other communicable diseases. For example, get plenty of sleep in order to keep your resistance up. And, drink water. Flu is easier to catch when you are dehydrated.

March 17, 2020:

Due to the President’s Coronavirus Guidelines for America, the City of Ponca City is also taking these steps to slow the spread of COVID-19:

• The City-Wide Garage Sale scheduled for Saturday, March 28 is cancelled and will be rescheduled for a later date. 

• The Great Day of Service scheduled for Sunday, March 29 is cancelled.

• The Marland Mansion & Estate and the Marland’s Grand Home will be closed through Tuesday, March 31.

• The RecPlex Easter Egg Hunt scheduled for Saturday, April 4 is cancelled.

CITY OF PONCA CITY COVID-19 RESPONSE

MARCH 16, 2020:

The Ponca City Municipal Court and Courtroom will be closed through Friday, April 17. Therefore anyone with a court case, scheduled between March 16 and April 17, should contact the Municipal Court Clerk’s office at 580-767-0382 to obtain their new scheduled court date.

In addition, the Ponca City RecPlex will not be scheduling birthday parties through Friday, March 27

 

CITY OF PONCA CITY COVID-19 RESPONSE

March 15, 2020: 

Mayor Nicholson acted under the power vested in Mayor under Ordinance 6-7-2 of the Ponca City code, and declared Ponca City to be a disaster area entitled to aid, relief, and assistance. And, he is directed the implementation of the City Emergency Operations Plan and invoked the Emergency Powers of the Mayor per Section 6-7-2 of the Ponca City Code.

City Manager Craig Stephenson announced the Senior Center is closed. In addition, Library programming and Parks and Recreation programming are temporarily suspended through Friday, March 27, including adult sports and fitness classes. However, the RecPlex and Library currently remain open under normal operating hours.
