City Manager will be responsible for all administrative and operational functions of the municipal government in accordance with the City Charter, Section 62 and Municipal Code of Ordinances,
Chapter 2, Article IV, Division 2.
The City of Ponca City operates with a council-manager for of government, combining the strong representative leadership of elected officials in the form of the City Commission with the managerial experience of an appointed local City Manager.
The City Manager, Craig Stephenson, is responsible for implementation of policy and procedures as directed by the City Commission. This is accomplished through the coordination and supervision of all City departments as they work toward the goals and visions of the Commissioners.
Working in tandem with the Commission, the City Manager operates within a well defined range of responsibility. The City Manager assists the Commissioners in the making of policies by providing preliminary planning, recommendations, technical assistance and reporting on all matters relating to the planning, development and operating status of City departments.
The City’s management staff includes: Assistant City Manager Tana McKinley; City Attorney Michael Vanderburg; Development Services Director Chris Henderson; Environmental Services Director Hong Fu; Finance Director/City Clerk/Treasurer Marc LaBossiere; Fire Chief Butch Herring; General Manager of Ponca City Energy Phillip Johnston; Technology Services Director David Williams; Human Resources Director Terry Brown; Library Director Holly LaBossiere; Park and Recreation Director Eric Newell; and Police Chief Don Bohon.
